The latest Global Spatial Data Infrastructure Conference (GSDI11) ended yesterday in Rotterdam. This biennial event could be a good marker for time elapsed in the building of a Spatial Data Infrastructure(s). Has there been sufficient progress? Can people in various parts of the world say that there's an infrastructure serving them or some of their needs as yet?
